The
information below has been edited to provide information for
substitute teaching applicants for the Capital Region BOCES
Substitute Registry serving BOCES and the districts of
Bethlehem, Burnt Hills-Ballston Lake, Cohoes, Duanesburg, Green Island, Guilderland, Menands, Mohonasen, Niskayuna,
North Colonie (Jr. High & HS), Schalmont, Schenectady, South
Colonie, Voorheesville and Watervliet. Bolded information has
been added to specify information pertinent to the Substitute
Registry Service.
Effective July 1, 2001,
Sections 305(30), 3004-b, 3004-c and 3035 of the Education Law,
as amended by Chapter 180 of the Laws of 2000, and Part 87 of
the Commissioner's Regulations, require the Commissioner of
Education to request a fingerprint-supported criminal history
background check for applicants. . . for Substitute Teaching.
Two sets of fingerprints
are required, with one set to be processed by the New York State
Division of Criminal Justice Services (DCJS) and the other by
the Federal Bureau of Investigation (FBI).
If you are not
already in the NYS Education Department TEACH fingerprint database
there are 2 ways to fulfill this requirement:
1. You must complete the fingerprint process
online by registering and paying for your fingerprints for TEACH at
http://www.highered.nysed.gov/tcert/ospra/fpprocess
After you have
completed the online fingerprint application and paid the New
York State Education Department fee of $94.25* with a debit or
credit card, call Sally Loeper - Capital Region BOCES Human Resources, at
464-5120. She will will give you further instructions about the
fingerprint process, but you must provide, at your fingerprint
appointment, a $28.00 money order made payable to Capital Region
BOCES for BOCES fingerprint fee.
2. New York State
Education Department is discouraging this method, but you may be printed
at your local police department on their designated days.
Request fingerprint cards and obtain mailing and payment
information at http://www.highered.nysed.gov/tcert/ospra/packets.htm
*This fee is the amount
established pursuant to law by DCJS and the FBI. If this causes
you an unreasonable financial hardship, submit a letter of
request for reimbursement to the districts where you have
worked.
